Ahadi hiyo ya China kwa Tanzania imetangazwa na Rais Xi Jinping wa nchi hiyo katika mazungumzo rasmi ya Kiserikali kati yake na ujumbe wa Tanzania ukiongozwa na Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete, ambaye yuko katika ziara rasmi ya siku sita katika China.
Mazungumzo hayo kwenye Jumba la The Great Hall of the People yamefanyika baada ya Rais Kikwete kukaribishwa rasmi katika Jamhuri ya Watu wa China kwa kupokelewa na Rais Xi Jinping katika eneo la East Plaza ya Jumba hilo.
Katika mapokezi hayo ya kuvutia na kusisimua, Rais Kikwete amepigiwa mizinga 21 na kukagua gwaride la ukakamavu la Jeshi la Ukombozi la Wananchi wa China la People’s Liberation Army.
Katika mazungumzo hayo, Rais Xi Jinping alitangaza kuwa China itaipatia Tanzania kiasi cha dola milioni 85 ikiwa ni mchanganyiko wa msaada na mkopo usiokuwa na riba, fedha ambazo Tanzania itaamua yenyewe jinsi gani ya kuzitumia.
“Katika kuunga mkono jitihada za Serikali ya Tanzania kuboresha maisha ya wananchi wake, napenda kutangaza kuwa Jamhuri ya Watu wa China itatoa kiasi cha RMB milioni 200 ikiwa ni msaada na RMB 200 milioni nyingine zikiwa ni mkopo usiokuwa na riba kwa Serikali ya Jamhuri ya Muungano wa Tanzania na kiasi cha RMB 100 milioni za msaada kwa Serikali ya Mapinduzi ya Zanzibar ambazo zitatumika kwa kadri Serikali hizo mbili zitakavyoamua,” amesema Rais Jinping.
Rais huyo wa China pia ametangaza kuwa nchi hiyo itaisaidia Tanzania katika uendelezaji wa maeneo ya uwekezaji ya EPZ, uendelezaji wa miundombinu, itaharakisha ujenzi wa Bandari ya Bagamoyo na itaingia katika shughuli za kutafuta gesi na mafuta katika ukanda wa Bahari ya Hindi katika eneo la Tanzania.
Rais Jinping pia ametangaza kuwa Serikali ya China imefanya uamuzi wa kuikarabati Reli ya Uhuru ya TAZARA inayounganisha Tanzania na Zambia na yenye urefu wa kilomita 1,860 na kusaidia uendeshaji wa reli hiyo. “Ili kutekeleza uamuzi huu kwa haraka, napendekeza kuundwa kwa kamati ya pamoja ya wataalam kuandaa ramani ya namna ya kuitoa reli hiyo katika matatizo yake ya sasa.”
TAZARA ndiyo reli ya kwanza duniani kujengwa na Jamhuri ya Watu wa China ambao utaalamu wake sasa unasakwa na nchi nyingine nyingi duniani.
Rais Jinping pia ametangaza kuwa Serikali yake itatoa nafasi 100 za masomo ya elimu ya juu kwa wanafunzi kutoka Tanzania katika miaka mitano ijayo, itaongeza idadi ya madaktari ambao China inapeleka Tanzania, itahimiza makampuni zaidi ya China kuwekeza katika Uchumi wa Tanzania na kuzishawishi taasisi za kifedha za China kuanzisha shughuli zake katika Tanzania.
Kiongozi huyo wa China pia ametangaza kuwa nchi yake itajenga chuo kikubwa cha mafunzo ya ufundi katika Tanzania na itaendelea kushirikiana na Tanzania katika eneo la uimarishaji wa ulinzi na usalama.
Rais Jinping amesema kuwa urafiki na uhusiano kati ya China na Tanzania ni mfano unaong’ara wa uhusiano mzuri na mwema duniani na kuwa China iko tayari kutoa uzoefu wake wa maendeleo kwa Tanzania bila wasiwasi wowote.
Rais Kikwete amemshukuru sana Rais Jinping na Jamhuri ya Watu wa China kwa misaada yake ambayo baadhi yake haikutarajiwa.
